The Provincial Government of Bali has announced new regulations aimed at improving the behavior of foreign tourists in the region.
Effective March 24, 2025, under Circular Memorandum Number 7 of 2025, these regulations ask foreign visitors to dress appropriately and present their QR Standar Indonesia (QRSI) for online transactions in Bali.
According to Governor Wayan Koster: “The Bali Provincial Government’s policy is to inculcate Bali Tourism based on culture, quality, and dignity.”
Emphasis on Respect
The regulations focus on politeness and respect, requiring foreign tourists to adhere to all specific rules and regulations at tourism sites and attractions. Visitors must respectfully observe the customs and traditions of the Balinese people during ceremonies and processions.
Furthermore, modest attire is emphasized when visiting sacred sites and public places.

Financial Transaction Regulations
Travelers are also required to settle the foreign tourist tax electronically while in Bali. Transactions should occur only at licensed money changers and banks authorized by Bank Indonesia, ensuring compliance with local regulations.
Koster warned that any foreign tourists failing to comply with these rules might face sanctions, including denial of services at tourist sites and potential boarding pass issues at Ngurah Rai Airport. He stated: “Foreign tourists who have not paid the foreign tourist levy will be subject to sanctions in the form of not receiving services at tourist attractions.”
These measures underscore the need for understanding and respecting the local customs and laws, enhancing the overall experience for both tourists and residents.
