
Despite attracting large crowds, Baguio City reported no crimes during this year’s Panagbenga festival.
The Baguio City Police Office (BCPO) noted that no criminal incidents occurred throughout the two grand parades of the festival on February 22 and 23.
On February 25, BCPO director Ruel Tagel stated: “The smooth and orderly conduct of these highly anticipated events was a product of careful planning, strategic coordination, and multi-sectoral collaboration.”

Tagel elaborated that the BCPO collaborated with various stakeholders and festival organizers to ensure smooth operations during Panagbenga. He mentioned: “Months in advance, BCPO coordinated with the Baguio Flower Festival Foundation and local government agencies to develop comprehensive security and traffic management plans.”
Moreover, the city government implemented extensive public information campaigns to disseminate safety reminders and road advisories across multiple platforms.
Tagel highlighted that personnel support from the regional police office and a strong police presence, along with proactive law enforcement, effectively deterred any criminal activities, creating a safe environment.
He remarked: “The success of the events was due to the cooperation of the public whose vigilance and compliance with security measures greatly contributed to the safety of everyone. The peaceful celebration of Panagbenga serves as a testament to our collective efforts in ensuring Baguio’s safety.”
Tagel encouraged citizens to download the BCPOView Baguio app for updates, safety tips, and ordinances to maintain peace in the city, particularly in business districts and tourist areas.
