
Andalusia Approves New Sustainable Tourism Law to Enhance Governance and Inclusivity
The government of Andalusia has passed a significant law aimed at modernizing and improving the region's tourism policies after decades without comprehensive regulation.
The Government Council has approved the Sustainable Tourism Law for Andalusia, a regulation aimed at modernizing, ordering, and strengthening the tourism policy within the region after over four decades without comprehensive regulation. This text will be sent to the Parliament of Andalusia for final debate and, if successful, will achieve its definitive approval.
The law places individuals at the center of public action, reinforcing governance, sustainability, and the use of data intelligence as a structural tool for decision-making. Key pillars include comprehensive sustainability across social, environmental, economic, and governance dimensions, alongside coexistence, hospitality, quality of life, and the proper relationship between residents and visitors.
Tourism intelligence is established as the central axis of planning and destination management. The use of advanced monitoring, analysis, and anticipation systems will enhance competitiveness and improve efficiency in the allocation of tourism resources. This regulation supports work in innovation and data intelligence, including the Andalucía Nexus system. Sustainability is highlighted as a critical pillar of the text, which seeks balanced tourism development, environmental protection, and the reduction of territorial inequalities.
Moreover, it includes regulations to combat clandestine activities through tougher penalties and increased inspection efforts. The integration of new technologies and more effective procedures ensures stricter control of illegal tourism activities.
This new regulatory framework aims to simplify and organize current regulatory development, reducing from seventeen to six the decrees needed to facilitate operations in the sector and enhance legal security. It also establishes a stable tourism planning system with uniform instruments for all involved administrations, defining coordinated strategies, common criteria, and follow-up structures for coherent destination management across the Andalusian territory.
In addition, it strengthens public-private collaboration through formal participation bodies that integrate the business, professional, and social sectors to achieve a shared vision for the future of tourism in Andalusia.
The law regulates the quality of tourism services with more stringent standards and updated classification and control mechanisms. It also promotes the professionalization of the sector, the development of high-value-added products, and the continuous improvement of the visitor experience. Among its innovations are parameters for designing smart destinations, universal accessibility, and digitalization of offerings aimed at strengthening the global competitiveness of Andalusia. The submission of the project law to Parliament begins the final phase of processing and reinforces the Junta de Andalucía’s commitment to an innovative, sustainable tourism capable of generating well-being for the entire community.
