The GBTA, BTA, and ITM released a statement on November 21, 2025, expressing concerns regarding potential impacts of new travel costs as the UK government approaches its Autumn Budget announcement scheduled for November 26, 2025.
Spokesperson: Clive Wratten, CEO at Business Travel Association
“Increasing travel costs for work is threatening growth at a time when the UK economy needs it to flourish most.”
Wratten emphasized, “Our members worry about a potential overnight visitor levy, an increase in Air Passenger Duty (APD), and the proposed pay-per-mile charge for electric vehicles. These policies can create obstacles for the UK’s economy and may discourage business travel, which is vital for national productivity.”
He elaborated on how such levies could negatively affect regional cities aiming to attract conferences and talent. For instance, a modest overnight visitor levy could deter travelers from visiting.
Moreover, the recent APD increase, one of the highest worldwide, hampers the UK’s competitiveness in international business. Wratten stated, “The APD isn’t merely a passenger charge; it imposes a tax on global business engagement.”
He concluded by stating the importance of sustainable travel initiatives and the necessity of engaging professionals in corporate travel while maintaining their cost-effective nature.
