
Accor Appoints Raki Phillips as Regional President for Premium, Midscale & Economy Division in the Middle East, Africa & Türkiye
Accor has appointed Raki Phillips as the new Regional President for its Premium, Midscale & Economy division, taking office in November 2025.
Accor has announced the appointment of Raki Phillips as the new Regional President for the Premium, Midscale & Economy (PME) division in the Middle East, Africa, and Türkiye, effective November 2025. He will take over from Paul Stevens, leading a key region for Accor.
Phillips will manage hotel operations across more than 250 hotels in 27 countries with a pipeline of over 85 planned openings, confirming Accor’s strong presence in this area. He reports to Duncan O’Rourke, CEO of Accor’s PME division in the region.
With over 20 years in the industry, Phillips is regarded as a top tourism leader. Previously, he served as the CEO of Ras Al Khaimah Tourism Development Authority (RAKTDA) where he drove significant growth and established key tourism projects.
His background includes notable roles in Fairmont Raffles Hotels International, contributing to the company’s brand growth, particularly in the Middle East and India, while also experiencing leadership positions with Ritz-Carlton and Universal Studios Orlando. Recently, he has been recognized as a leading figure in the Middle East’s tourism sector for his results-driven approach.
Duncan O’Rourke remarked on Phillips’ appointment, emphasizing his commercial insight, regional understanding, and leadership that aligns with Accor’s commitment to strengthening local presence.
Phillips joins Accor amidst robust growth in the region, with over 350 hotels and 92,000 rooms in operation and development. Based in Dubai, he will oversee a diverse brand portfolio including Swissôtel, Pullman, Mövenpick, Novotel, Mercure, and ibis, while focusing on maximizing value and loyalty for guests.
