Saudi Arabia aims to enhance its tourism sector by introducing a regulatory framework for cruise operations, emphasizing marine sustainability and quality tourist experiences.

Saudi Arabia has introduced its inaugural regulatory framework for cruises in a bid to advance tourism in the Red Sea while ensuring marine sustainability. The Saudi Red Sea Authority (SRSA) has revealed a comprehensive set of guidelines designed to secure the safety and enhance the quality of the tourist experience from boarding to disembarkation.

This initiative aligns with Saudi Arabia’s strategy for rapid tourism transformation and its aspiration to become a leading global maritime destination. The new guidelines outline the responsibilities and functions of ship operators, maritime agents, and ports, while streamlining the licensing and permitting process, thereby fostering investor and consumer confidence.

Safety remains a core priority, emphasizing requirements related to emergency plans, periodic crew training in accordance with international standards, and the provision of safety equipment, first aid, and medical personnel on board. Strict environmental protection measures are also included, aimed at reducing marine pollution.

Cruise operators are required to implement integrated waste management plans, treat wastewater, and adhere to a zero-waste-overboard policy. Compliance with major international agreements such as MARPOL and SOLAS is mandatory, safeguarding the Red Sea’s marine environment as a valuable national asset. Moreover, the guidelines stress the importance of the tourist experience, mandating that service providers at ports and onboard ships offer high-quality transport, reception, information, entertainment, and catering.

Clear regulations regarding tourist comfort and rights, including robust complaint management procedures and effective itinerary change management, ensure reliability and care throughout the journey. This strategic shift solidifies Saudi Arabia’s position as a premier global cruise destination where effective oversight, a clear vision, and sustainability are perfectly aligned.
