
Philippines Implements New Travel Permit System for Minors
A streamlined approach for minors traveling abroad is now in place in the Philippines.
The Philippine Department of Social Welfare and Development (DSWD) has introduced an automated travel permit system designed for minors (MTAs) traveling internationally. This initiative aims to simplify the process and eliminate the need for middlemen in securing official government travel permits.
Assistant Secretary Ada Colico stated that only parents or legal guardians are permitted to use this system to obtain a child’s travel clearance. In a recent press briefing, she remarked:
“The only people authorized to create accounts for MTAs are their parents and legal guardians. Anyone else, such as fixers, will not be allowed to create accounts as the system requires the identity of a parent or a guardian through relevant documents such as their National ID.”
This system is a crucial step in preventing child trafficking in the Philippines. Without government-issued clearance, minors under 18 may not be permitted to travel abroad.
Colico elaborated that the previous procedure often compelled parents and guardians to use travel agents or fixers to expedite the lengthy process of securing travel clearances.
The new method allows parents and guardians to complete their applications online, without needing to visit a national or regional DSWD office in person. On average, applicants can expect to receive their documents within one to three working days, contingent upon the submission of complete and verified materials.
This move towards a more digitized system aligns with the Ease of Doing Business Act, emphasizing technology as a key component in enhancing accountability and transparency in government processes, minimizing human interaction.
