
Russia Implements New Tourist Tax
Starting January 1, 2025, a new tourist tax will be implemented across Russia, affecting travelers in various regions.
From January 1, 2025, travelers staying in hotels and other accommodations across Russia will be subjected to an additional 1% charge on their lodging. This tax is part of a broader initiative aimed at improving regional tourism infrastructure.
The tax was introduced in July 2024 through amendments to the Russian Tax Code, establishing a new chapter titled “Tourist Tax.” This grants regional authorities the autonomy to enforce this charge locally, with many areas already opting in, especially those that are either well-established tourist destinations or emerging hotspots.
According to the current guidelines, the initial tourist tax will be set at 1% for 2025, gradually increasing to 3% by 2027. Additionally, a minimum daily fee of 100 rubles (approximately $0.90) has been stipulated to ensure all tourists contribute.
Although hotels and accommodation providers are recognized as the taxpayers, the tax amount will be integrated within accommodation pricing, and thus ultimately will be paid by tourists themselves.
